Cap Cana will feature Jack Nicklaus golf courses and five-star dining

Mark Anctil takes his golf very seriously. "This is amazing," the Montrealer said. "My wife and I have played all over Canada, the United States and the Caribbean, but this is the most beautiful golf course I've seen in my life."

We were standing in the clubhouse watching the turquoise sea and gentle surf break near the 18th hole of Punta Espada, an oceanside course designed by golf legend Jack Nicklaus. This is the first of three planned Nicklaus Signature courses at a massive new development called Cap Cana, just south of the popular resort area of Punta Cana at the east end of the Dominican Republic. Green fees are $350 a round, which includes a caddy and a golf cart.

Best known to Canadians as a tropical refuge with reasonable prices and many all-inclusive resorts, including a few upscale properties like Casa de Campo, the Dominican Republic is taking a giant step - and an expensive gamble - toward becoming an ultra-luxury destination.

Cap Cana is turning 12,000 hectares of undeveloped scrubland into the biggest development in the Caribbean. Investment so far totals almost $500 million with twice that expected to come. When completed in 12 to 15 years, the stylish, low-density hotel-and-residential complex will feature five golf courses, a 1,000-berth marina capable of handling the biggest yachts, a mix of 5,000 condominium, villa and hotel units and a series of high-end restaurants, at least two of them with Michelin-star aspirations. Purchase prices range from $400,000 for a two-bedroom condominium to $5.8 million for a villa on the beach.

With a third of its master plan completed, Cap Canada is welcoming guests at several villa and hotel areas. Major construction is continuing along a six-kilometre stretch of sand, limestone and coral fronting the Caribbean. The Trump Organization is developing 68 homesites on an 82-metre-high cliff overlooking Cap Cana, and Ritz-Carlton has been contracted for a 220-bedroom luxury beach hotel and spa.

"Our aim is to change the perception of the Dominican Republic from buffet food in giant resorts to five-star luxury," said Linka Biaggi, communication manager at the newly opened Sanctuary Cap Cana Hotel and Spa. Including its turreted fortress (the Spa), the 170 luxury suites in this seaside hotel are designed to replicate early colonial times in the Dominican Republic. Prices per night range from $400 to $1,700, without meals. Only 60 guests were staying at the hotel when we saw it, because it's not completed.

Chefs and some service staff have been training for many months, getting ready to welcome well-heeled guests later this year. Fresh fish is delivered from local fishermen three times a day. We enjoyed some seafood at the informal Blue Marlin restaurant, built on a pier adjacent to the hotel.

Bill Sgobba of New Jersey chose Cap Cana and the Sanctuary Hotel for a family vacation because he likes the Dominican Republic and wanted to try something new. "I'm not sure if the high-end concept will work," he said. "The food and service here are certainly much better than the all-inclusives we've visited."

Feybi Rohas, the public relations co-ordinator for the whole Cap Cana project, agrees that the tourist industry will have to change its view of the Dominican Republic. "With Cap Cana, we're trying to build a new high-end tourist and retirement destination," she said. "We are Dominicans. Everybody greets you with a smile, but now we want to be the best of the best."

The massive scale of Cap Cana is not without its critics. James Sweeting, senior director at the Centre for Environmental Leadership in Business, recently visited the project. "I saw miles of coastline bulldozed," he said in an interview. "You have these wonderful resorts and golf courses but the biodiversity is gone."

The second Nicklaus golf course, Los Iguanas, which also hugs the sea, is in the middle of construction with earth-moving equipment crawling all over the property.

Ellis Perez, the VP of commercial and industrial relations, admitted that original habitat is always affected in any construction zone, but he says that management is committed to sustainable development. "Cap Cana is a huge property, and we plan to conserve as much as possible," he said. "There are a million square metres of plants and wetlands that are unique to the area and we will preserve those."

He added that the coral reefs, less than a kilometre offshore, would not be affected.

In addition to obtaining the high-profile Nicklaus, Trump and Ritz-Carlton brands, management's determination to build a world-class resort complex is perhaps most evident in its commitment to food and service.

François Bouvet, a starred Michelin chef from France, was brought to Cap Cana as food and beverage manager for all the restaurants. "We've always been polite to guests in the DR, but now we must add a level of professionalism and finesse."

He said that he's been given the budget to attract top talent. "There's no reason we cannot be the best," Bouvet said of the French restaurant at the Sanctuary and the Asian restaurant at the Caleton Beach Club.

If the quality of the golf at Cap Cana is any indication, that optimism may be warranted. Ben Nelson has seen a lot of the world's great golf courses.

The veteran PGA Tour official was in awe of the newest course in the Caribbean - and the site of the Cap Cana Championship, a spring stop on the PGA Champions Tour. "I can't tell you of a more scenic site I've seen anywhere," he said. "I just cannot imagine a finer beach property."

Leonel and mayors will deal with Duquesa road

President Leonel Fernandez will meet with the mayors of Greater Santo Domingo in order to find a solution to the deterioration of the road that leads to the Duquesa land fill, reported yesterday the Presidential Minister, Cesar Pina Toribio.

The official did not release the time or the day, and only added that the President has a very tight schedule.

Upon being questioned as to whether the government is willing to assist in the construction of the roadway, as the Commonwealth of Greater Santo Domingo has asked, he limited himself to saying that there must be a reason for holding the meeting.

Service is restarted

After going forward with the repairs to a stretch of the highway to Duquesa, the road was opened to the garbage trucks and dump trucks that carry the refuse to the land fill.

Jose Miguel Martinez, the director of Sanitation of the National District city government, reported that just between 7:00 and 8:30 yesterday morning some 50 trucks from the district went in to deposit the garbage that they had carried since the day before.

Brigades from the Ministry of Public Works, from the city governments and other institutions were still working yesterday while for moments they let the heavy vehicles that carried the refuse pass through.

Martinez estimated that the work would end by the end of the week, as long as the rains held off.

Because of the delay caused by the bad state of the dirt road that goes to Duquesa, due to the rains that were brought by tropical storm Emily, there was an accumulation of garbage in the streets and avenues of the capital.

Jarabacoa US$71M road link with Constanza advances

Santo Domingo.- The Public Works Ministry advances in the reconstruction of the El Rio-Jarabacoa road in central La Vega province, at a cost of more than 71 million dollars, which will allow travel to nearby Constanza.

The new 27 kilometers long, two lane highway is 6.6 meters wide is being built under an accelerated design and construction formula, which takes into account its unstable slopes and deficient drainage.

The company Odebrecht   heads the road’s reconstruction work, while RV Consultores Internacionales S.R.L., (COINSA) is responsible for the supervision.

Second homes: Punta Cana gets a tide of better access, options

At a time when so much real estate news is bad, tourism officials in the Dominican Republic are having good things to talk about.

This summer, then-tourism minister Felix Jimenez announced a billion-dollar government infrastructure investment that includes a new cruise ship marina and road upgrades for his island nation. Then, last month, his successor, Francisco Javier García, announced that private investors have begun an additional $9 billion in developments.

The announcements included especially good news for visitors headed to the hot spot of Punta Cana, a peninsula on the easternmost coast of the Dominican Republic that has long been the home of all-inclusive resorts and, more recently, several large residential developments.

An international airport already serves the area, but the new infrastructure investment will add high-speed ferry service between Punta Cana and Samaná, another popular tourism peninsula on the northeast coast. It also will build a new highway that will reduce travel time to the capital of Santo Domingo from four hours to about an hour and a half. Both projects are scheduled for completion before 2012.

Punta Cana's main attraction is more than 20 miles of powdery white beaches. About 30 beach resorts, casinos and second-home options occupy this stretch. Several of the larger residential developments, including Roco Ki and the Punta Cana Resort & Club, offer complimentary mini-vacations for prospective buyers.

Housing prices in the upscale developments generally begin in the $400,000-$600,000 range and go upward into the millions. For buyers willing to look outside those developments and forgo resort-style amenities, prices can be much lower. Three-bedroom houses start at $250,000. One-bedroom condos begin at under $120,000, and many one- and two-bedroom condos are in the $150,000-$200,000 range.

Affordability, however, is not the Dominican Republic's sole appeal. For second-home buyers, the nation also offers a stable democratic government, ease of doing business in a region otherwise infamous for red tape, easy air access, a vibrant community of other foreign home buyers and a top-notch portfolio of golf courses with layouts by the likes of Tom Fazio, Jack Nicklaus, Pete Dye and Nick Faldo.

A look at three Punta Cana neighborhoods:

•Cap Cana. This huge development (capcana.com) spans 29,000 acres and includes nearly 3½ miles of beach. The master plan calls for 5,000 residences, as well as hotels, golf courses, shops and restaurants, some of which are already open. There are 26 residential communities now, ranging from six to 474 units. Home sites begin in the $400,000 range, bungalows start at $480,000, and single-family houses start at $895,000.

•Punta Cana Resort & Club. The latest phase of this upscale resort (puntacana.com), built on a stretch of beach and around a golf course, is The Estate, which encompasses three enclaves of single-family houses. Lots in the Arrecife and Hacienda enclaves start at $450,000, and the gated Corales enclave commands $1.8 million and up. The Estates are being co-developed by singer Julio Iglesias and designer Oscar de la Renta, both of whom have built homes in Corales.

•Roco Ki. This new development includes more than 3 miles of beaches and coastal cliffs, atop which sits a Nick Faldo golf course. For housing, choose from several residential communities and two resort hotels: the Westin and the Fairmont. The Fairmont, expected to be ready in 2010, will offer fractional ownership in a residence club. The Westin, scheduled for next spring, already is selling options that include high-rise condos, single-family houses and bungalows. Prices range from $475,000 for a condo to $2.75 million for a beachfront home.
